近衛基熙〈このえもとひろ・1648-1722〉は、江戸時代中期の公卿。父は関白近衛尚嗣。母は後水尾天皇皇女昭子内親王。元禄３年〈1690〉関白に昇り、宝永６年〈1709〉太政大臣となった。法名は悠山。応円満院禅閤と号す。和歌・書・絵画など広く公家的教養を身につけた人物で、とりわけその書は上代様の名手として知られる。これは、寛文10年〈1670〉１月19日の御会始での詠である。基熙はこのとき23歳。「春の日、同じく「春色、柳先ず知る」ということを詠める和歌／内大臣藤原基熙／みどり添ふ柳の糸やくる春にまだき恵の露をうくらし」
