清水谷実業〈しみずだにさねなり・1648-1709〉は、三条西公紀(堀尾泰長)〈さんじょうにしきみのり（ほりおやすなが）・1610－1662〉の子。寛文12年〈1672〉、25歳の時に従兄弟・清水谷公栄〈しみずだにきんひさ・1620-91〉の養嗣子となった。清水谷家は、西園寺公経〈さいおんじきんつね・1171-1244〉の二男実有〈さねあり・1203-60〉を祖として、鎌倉時代初期に創立された。その後、一時中断したものの、江戸時代の初期、阿野実顕〈あのさねあき・1581-1645〉の弟・実任〈さねとう・1587-1664〉が再興した。能楽と笙を家業とし、また代々能書の家でもある。実業は、再興後の３代目。正二位・権大納言に至る。学問を好み、熊沢蕃山に師事し、蕃山門下の堂上四天王の一人に数えられた。また、霊元天皇に和歌を学び、宮廷歌壇の中心として活躍した。この和歌懐紙は、元禄３年〈1690〉９月９日の重陽の和歌会の折のもの。盃に菊花を浮かべて、長寿を祝う。その堂々とした筆致は、歌道の師でもある霊元天皇に似通っている。実業、43歳の時の筆である。「重陽、同じく「禁庭の菊」を詠める和歌／権大納言藤原実業／咲く菊の花の八重垣九重に千年をこめて匂ふ色かも」
