近衛基煕〈このえもとひろ・1648-1722〉は、関白尚嗣〈ひさつぐ・1622-53〉の子。母は後水尾天皇〈ごみずのおてんのう・1596-1680〉の皇女昭子内親王〈あきこないしんのう・1625-51〉。内大臣、右大臣、左大臣を経て、43歳で関白、62歳で太政大臣を極める。75歳で出家し、ほどなく没した。有職故実（ゆうそくこじつ）に精通し、書、和歌、絵画などに優れる。近衛流の始祖・信尹〈のぶただ＝三藐院・1565-1614〉のぶただ＝三藐院）は曾祖父にあたる。能書の血脈は信尋〈のぶひろ・1599-1649〉、尚嗣〈ひさつぐ・1622-53〉、基煕〈もとひろ・1648-1722〉、さらにその子の家煕〈いえひろ＝予楽院・1667-1736〉へと受け継がれ、ことに基煕・家煕父子は、平安朝の名筆を範とし、復古和様の先駆をなした。この短冊の筆致もまさにその象徴である。定家流の歌題は、冷泉為綱〈れいぜいためつな・1664-1722〉の筆か。
