この短冊帖は、関白鷹司房輔〈たかつかさふさすけ・1637-1700〉、右大臣近衛基煕〈このえもとひろ・1648-1722〉を筆頭に、江戸時代中期における公卿・親王・僧侶等総勢100名によって執筆された短冊を折帖に調整したもの。署名がないのは、『古今和歌集』以下、勅撰集に所収の古歌が書かれているためである。これには筆写目録が付属しており、記載の官職名や各人の生没年から勘案すると、延宝５年〈1677〉の調製と推定できる。「鳳毛麟角」とは、鳳凰（聖太子出生の瑞兆として出現すると伝えられた想像上の鳥）の毛、麒麟（想像上の神獣）の角のことで、転じて世にまれな優れた人物のたとえ。金の切箔や砂子を駆使し、上下を洲浜形の型文様で装飾した、華麗な料紙が用いられていることなどから、高貴の求めによってつくられたものと思われる。
